LINDILE MTEZA & ASSOCIATES (LMAQS) is a quantity surveying practice consulting in quantity surveying, building costs, principal agency and project management.
LMAQS is a wholly Black owned entity with two Directors, Lindile Mteza and John Kayula.
Our offices are in Pretoria, Gauteng, Umtata and East London in the Eastern Cape.
Our philosophy is "Committment to assist our clients to achieve own objectives". Every project we understake is unique and therefore parameters are set upfront with the client to come within budget, cost and time frames.
The practice was established in December 1999.
1. INTRODUCTION
1.1 THE PRACTICE
The Practice was established in South Africa in 1999. Owned and run by South Africans, the company is well equipped to deal with South African property and social related problems and provide solutions to those problems.

4. SERVICES
Our service to the client is characterised by pro-active management, cost, quality and time control, programming, documentation, as well as legal and tax aspects. Our services are broken into standard or core QS and specialised Services.
4.1 STANDARD QUANTITY SURVEYING
From the inception to the final completion of the project, any developer wants to keep pulse on costs. These costs must always be within the budget. Whatever project, be it commercial, industrial, public sector or social, we provide a complete professional guide and control of costs of the project. Standard services are:
4.1.1 Initial budget as feasibility prior to detailed design 4.1.2 Preliminary cost studies, comparing alternative design in terms of capital, operating, maintenance and depreciation (Life Cycle Costing) 4.1.3 Contract Management Services - On behalf of the client we do contract documentation, design reviews, tender evaluation and specialist services like Total Quality Management (TQM) 4.1.4 Risk Management - We understand the amount of risk involved in any building construction project. A careful selection of procurement system for a project can contribute to minimisation of the risk. We assist the client in choosing the best procurement system suitable for a particular project 4.1.5 Value Engineering - Building construction is one of the most expensive investments that a client undertakes. A careful selection of building materials can save large sums of money. This improves design efficiencies and eliminates unnecessary costs. We assist the clients in searching for design alternatives.
4.2 SPECIALISED QS SERVICES
4.2.1 Feasibility Studies: Prepare pre-design feasibility studies and appraisal of a project to assist the client to make an informed decision 4.2.2 Cost Planning - Cost analysis and monitoring services to meet client's requirements 4.2.3 Different Bills of Quantities - e.g. annotated, Elemental, et al 4.2.4 List of Materials and Labour Costs - This can assist owner builder and communities who want to create job opportunities 4.2.5 Acting as Primary or Principal Agent - Taking charge of the whole project team. Receives client brief, advising client on legal, functional, technical and financial aspects, programming the contract, supervision of the work, issuing certificates, etc 4.2.6 Valuation of Buildings - Valuation of properties for tax, fire insurance, expropriation, return on investment, etc
4.3 PROJECT MANAGEMENT
We can take total responsibility of the project from design to management.
We: • Determine the client's requirements and convert these into a fully functional facility. • Ensure compliance to quality, programme and costs parameters defined in the project viability. • Provide active management service dedicated to the achievement of client's objectives
4.4 FACILITIES MANAGEMENT
We take of all those time consuming and time costly areas of operational management that are peripheral to client's core business.
Our services cover all aspects of facilities management, from building maintenance functions to strategic property planning. We manage, procure, administer and contract all support services.
For tenant retention, legal requirements and appeal of a building property, a good upkeep of the property is a must. We assist the client to achieve this through proper maintenance, management and advice.
5. EMPOWERMENT AND SOCIAL STATEMENT
At LMA we fully believe and support both empowerment and Affirmative Action. We intend to develop our staff and directors through both in-house and external training. We shall provide bursaries to deserving individuals both internal and external to our company.
To date we have given one of our employees a full time bursary to complete B. Tech at Technikon Pretoria. One of our full time employee started as a student. We are training --- students.

LINDILE MTEZA BSc (Quantity Surveying), certificate in Estate Agency, Masters in Real Estate (Not completed) Key Experiences
Lindile Mteza is a registered Quantity Surveyor and Executive Managing Member of Lindile Mteza & Associates, a registered Quantity Surveying Practice. Mr Mteza has seven years experience in quantity surveying, construction principal agency and community construction projects. Past experience entails commercial, residential, schools, clinics, public sector, and magistrate’s courts, community and hospitals projects.
He has three years experience in asset protection, which entails effective maintenance of fixed property (residential, commercial and industrial). Responsible for environmental and safety management of the properties. Compiles five-year maintenance plan, financial plan and budgets. At Eskom Properties he was responsible for an annual budget of about R72million and 500 personnel. Also provides total turnkey contracts management service for property maintenance, alterations and additions as well as new works projects complete with payment certificates and status reports.
Before joining building industry he has worked for banking institution (Standard Bank of S.A. LTD) in various departments for seven years.

Key Experiences __________________________________________________________________________________ Professor Rwelamila is an associate professor at the University of Cape Town. He has extensive knowledge of the Building Industry, especially project management, training, general management, cost engineering, policy formulation and research. He has worked in Botswana, Kenya, Zambia, Sweden, Tanzania and Uganda, as well as in South Africa. He was part of the Inter-Ministerial Task Team looking at ways of creating enabling environment for small contractors. Professor Rwelamila has worked as consultant, lecturer and researcher in the built environment.
